Israel is ready to loan Jordan 4 million cubic-meters of water this summer. Water loan!! This is new, are there any interests on this? If you loan me a cup of water shall I return it with 10% extra? Do countries actually do that?

I was reading the newspaper this morning and this headline attracted me, water loan, so weird, but as I was reading I understood that in the peace agreement both parties shall afford the other with 20 million cubic-meters every year, Jordan to Israel in the winter, and from Israel to Jordan in the summer.

The funny thing is that Jordan managed to afford them with 16 million cubic-meters of water this winter; 4 million cubic-meters are our credit-debit, I wonder what is the penalty for that, we all should donate a cup of water to full-fill our commitment to them.
