I see people kissing in Amman right on the lips in public, they do it cause they like each other they are comfortable to do it in public its fine its up to them, but I will find it odd if the place/restaurant offered free meals or drinks for those kiss, if they like to kiss just let them do it. Again if it is normal like in the west they wouldn't promote it this way, I guess.
